I mean, I like Shisui as a character, and his choice to persuade Fugaku not to assault the hamlet was astute and superior to anything Danzo and The Elders could have devised. He was just going to do it on Fugaku, however. Would it have really worked? If I remember correctly from the filler/flashback episodes, Fugaku informed Itachi that he was planning a coup because the Uchiha clan wanted and urged him to initiate one. So, if that occurred, wouldn't some Uchiha be happy and launch a coup against the village? Why couldn't Shisui just perform it on the majority of the Uchiha clan? Why couldn't he utilize Kotoamatsukami on the rest of people who hated and accused the Uchiha clan (who lived and safeguarded the Leaf) for the nine tails attack? It was not their fault in the least. Obito did it for his own reasons, despite the fact that he was supposed to be dead, was subjected to Carry Madara's brainwashing, and didn't care for his clan in any way, good or bad. Please let me know what you think of everything.
Itachi was Shisui's greatest friend; in fact, Itachi considered Shisui to be a brother.

Shisui was also very loyal to the clan, which is why the Konoha Military Police Force sent him to spy on Itachi. The authorities did not think he could have committed suicide because of his dedication. [5]

Fugaku Uchiha is one of the characters whose abilities were never fully disclosed to the audience. He was a shinobi worthy of fighting for the rank of Konohagakure's 4th Hokage, which says something about his ability. Fugaku Uchiha was portrayed in the anime to be in possession of the Mangekyo Sharingan, which he awoke during the Third Great Ninja War.
Tobi claimed that in order to utilize Izanagi, you must have both Sharingan and Senju DNA. Keep in mind that when Tobi and Danzou used the jutsu, they both possessed both DNA. Naturally, I'd presume the same requirements apply to Izanami, although Itachi's Senju DNA was never addressed. That implies Izanami and Izanagi have distinct needs, or Itachi has Senju ancestry, or this is all one giant plothole mess.
